New Review & Compliance Submission Process Coming Soon
New Review & Compliance Submission Process Coming Soon
The New Hampshire Division of Historical Resources is improving our Review & Compliance processes by implementing a web-based cultural resource information system for submission, processing, and search applications. This new system will synchronize with an updated EMMIT research tool and will allow applicants to submit required documentation electronically with direct access to project tracking and digital review responses by DHR staff. Known as EMMIT+, this online system will replace our hard-copy, mail oriented, Request for Project Review Form in order to initiate federal and state project reviews and related survey products.
Beginning in January 2025, all Applicants seeking DHR comment on federal and state reviews will login to our enhanced EMMIT+ system to submit and track project submissions. DHR will no longer accept hard-copy submissions after December 31, 2024.
Please check our website in December for instructions on how to access and use EMMIT+. We look forward to working with you all to streamline and improve consultation in order to keep your important projects moving forward.
Completing the Section 106 Process
Section 106 forms, reports, and protocols in New Hampshire.
Requests for Project Review initiate consultation with the DHR. Additional steps under Section 106 (and its state companion RSA 227C:9) include identification, assessment of effects (adverse and otherwise), and resolution of adverse effects. The DHR, other state agencies, and many federal agencies maintain a wide range of policies, protocols, and procedures to guide undertakings (projects) through the Section 106 process appropriately and efficiently. These are in addition to the federal regulations related to Section 106: 36 CFR Part 800. DHR also requires the use of New Hampshire-specific templates, instructions, and guidance in the preparation of reports and forms.
